    The Finalizing Conference on “Formulate Evidence Based Advocacy for the Rule of Law and Good Governance”

    A conference finalizing the “Formulating Evidence Based Advocacy for the Rule of Law and Good Governance” Project was organized on November 16, 2016 in Congress Hotel, Yerevan.

    In his opening remarks, Jerzy Marek Nowakowski, Ambassador Extraordinary and Plenipotentiary of the Republic of Poland to Armenia presented the activities between Visegrad International Fund and V4 countries, as well as highlighted the partnership with Armenia by implementing such initiatives.

    Haykuhi Harutyunyan, President of the “Protection of Rights without Borders” NGO, delivered a speech where she assessed the implementation of the Project as effective, since civil society representatives of Armenia and Georgia used their best knowledge in rule of law and advocacy field during the monitoring conducting process.

    The civil society representatives from Armenia and Georgia presented the outcomes of the monitoring “Rule of Law, Citizens’ court watch” and “Good Governance and Evaluation” implemented within the period of July 1, 2016 to October 14, 2016.

    Bartosz Pilitowski, the Head of Poland’s judicial supervision foundation, while highlighting the implementation of such projects, shared Poland’s best experience on court watch. He particularly highlighted the involvement of non-professionals’ participation in the process. The Judicial Supervision Foundation of Poland has more than 2000 monitors who are ordinary citizens, do not have any professional qualification and conduct court’s watch activities.

    “We are not experts, we are the assistants of citizens, who try to involve people in this process and find out how the court functions according to their perception. All the citizens should be assured that the court treats citizens with respect and justice. The judges should understand in their turn that they function in favor of citizens not the state” – mentioned Bartosz Pilitowski.

    Haykuhi Harutyunyan presented the outcomes of the monitoring on “Rule of Law, Citizens’ court watch”. She mentioned that 66 monitoring on court hearing were conducted in the first instance courts of Yerevan, Goris, and Kapan.

    “In contrast to the already accepted and effectively implemented fair trail monitoring, this time we used the court monitoring experience, which assumes, that we are not indulged in the process at professional level, but we simple evaluate the accessibility and quality of court’s services as citizens”- added Haykuhi Harutyunyan.

    The Armenian and Georgian monitors observed the accessibility to court buildings, building conditions, information on court sitting and reasons for their delay, the attitude of judges towards parties, as well as the transparency and openness of court sittings.

    Evgeni Omanadze and Irine Kasradze, monitoring responsible in Georgia presented the court monitoring outcomes.

    In Georgia 61 court sittings were observed in the courts of Tbilisi and Kutaisi.

    During the second part of the conference, the process and outcomes of the “Good governance Monitoring and Evaluation” were presented.

    Eva Bordos, expert of “Hungarian Association of NGOs for Development and Humanitarian Aid” organization also made a speech during the conference presenting the Hungarian model of advocacy application and its importance.

    Tamar Perekishvili, Khatuna Gargazia and Hasmik Harutyunyan presented the monitoring outcomes conducted in Georgia and Armenia.

    The respective data on the training was collected through the media publications, as well as through the reports of local and international organizations.

    The parties fixed that success from good governance standpoint in Armenia and Georgia is not sufficient.

    Anti-corruption strategies were elaborated, but still a lot of work should be implemented for good ensuring outcomes.

    Hasmik Harutyunyan mentioned that there are legal grounds in Armenia, which however are not applied in practice. Political stability, lack of violations, restraining and balancing tools are necessary for having best experience in good governance.

    In addition, Tamar Perekishvili, Khatuna Gargazia mentioned, that in order to have best experience in good governance in Georgia, first of all anti-monopole legislation should be elaborated in the country.

    Conference of the project “Building evidence-based advocacy for the rule of law and good governance in EaP countries”

    The NGO “Protection of rights without borders” cordially invites you to participate in the closing conference of the project “Building evidence-based advocacy for the rule of law and good governance in EaP countries” which will take place on 16 November 2016 at 12:00.

    The opening speech of the event will be delivered by the Ambassador Extraordinary and Plenipotentiary of the Poland to the Republic of Armenia Jerzy Marek Nowakovski, who will present the activities of the Visegrad Fund and the objectives of member states. Further, Bartosz Pilitowski the head of the Court Watch Poland Foundation and Yeva Borders from the “Hungarian Association of NGOs for Development and Humanitarian Aid” will present the best experience of the civil oversight of judiciary in Poland and evidence based advocacy.
    The results of monitoring on “Rule of Law, Civil oversight of Judiciary” and “Good governance and evaluation” conducted within July-October 2016 by the representatives of civil society in Armenia and Georgia will be presented.

    COURT MONITORING

    As we have already informed, “How to detect the rule of law breakdowns, Citizens’ court watch” training was organized by “Protection of Rights without Borders” non-governmental organizations on April 28-29, 2016 in Sevan.

    From June 1, the monitor-participants of the training, based on the monitoring cards elaborated by the experts of organizations, will conduct court monitoring in the courts of Armenia and Georgia.

    One of the aims of the monitoring is to conduct court monitoring through citizens, during which not lawyers receive sufficient information on the components of fair trail and court mechanisms.

    The monitoring report will be presented during the press conference organized by the monitors in October.

    We remind that the project is implemented within the “Evidence Based Advocacy for the Rule of Law and Good Governance” project in partnership with the Visegrad International Fund.

    “How to conduct evidence based advocacy for the rule of law and good governance” training

     

    A-two-day training on “How to conduct evidence based advocacy for the rule of law and good governance” organized by the “Protection of Rights without Borders” NGO took place on June 8, 9 in Sevan.

    The training was conducted by Annamaria Kekesi, expert of International Centre for Democratic Transition of Hungary and adviser, expert of “Partners for democratic changes” NGO Zora Pauliniova.

    During the training, a manual on “Campaign creation based on evidence based advocacy in Eastern Partnership countries” elaborated by the experts was presented to the event participants in English, Armenian and Georgian.

    The concept of advocacy, its components, strategy, good governance, techniques to use in regard to good governance based on evidence based advocacy, as well as best practice on advocacy are presented in the handbook.
    In the manual, the importance is given to the advocacy during the policy making process which follows an aim to impact the opinion of society or the decision makers so that the latter accept the efficient policy opinion and take measures to implement that approach.
    During the training, Anamaria Kekesi highlighted the fact, that during the advocacy campaign, the implementation of such activities, which will later be rejected, is unaccepted.
    It should be noted, that only real aims should be mentioned, which will be possible to implement. It is necessary to wait for the right time period to reach the project objective avoiding harming anybody.
    Right communication is an important factor for the implantation of advocacy.
    During the training, the participants were involved in team practice work.

    Within the framework of the project, trainings on “Rule of law, civil oversight over courts”, “Participatory monitoring and evaluation of good governance” were conducted.
    Note that after the end of the trainings that the organization drifts to the practical stage of the project during which practice works /monitoring/ will be conducted with the direct involvement of participants.

    “Participatory monitoring and good governance evaluation” training

    “Protection of Rights without Borders” NGO organized “Participatory monitoring and good governance evaluation” training on May 25-26, 2016 in Tsaghkadzor.

    The training was conducted by Daniel Bartha expert of International Center for Democratic Transition of Hungary and Petr Witz doctor of cocial sciences, member of Civil Society Development Foundation of Czech Republic,
    Civil society representatives from Armenia as well as from Georgia participated in the training.

    The participants represented the following non-governmental organizations: Human Rights Center of Georgia NGO, NGO “Mtsodneli”, “Schools Research Centre” – Researcher; NGO “Georgian Bar Association” – Member, Center for civil development and human rights.”, Member of Gori youth council, Article 42 of the Constitution,” NGO Fair trail Gorgia”, NGO Women Centre,

    The trainers shared the international best practice of V 4 countries on good governance monitoring. The “Participatory monitoring and good governance evaluation: methodology and tools” manual in Armenian, English and Georgian elaborated by the experts was also presented to the training participants.
    The aim of the manual is to provide concise information on the level of governance evaluation in politics, as well as on the advantages and disadvantages of the necessary tools for the monitoring.

    The manual will be considered as a basis for capacity building and organization of discussion, due to which the NGO representatives will better understand their roles in good governance processes. The capacity building of NGOs and their representatives will contribute to the implementation of these processes.

    During the training, the participants were involved in team works by presenting the strong and weak sides of effective good governance system, which is to understand which indicator should be used for a change. The training was conducted within the «Formulate evidence based protection of interests for rule of law and good governance».
